  • Middle Creek Drive Rehabilitation will address ground water and irrigation system infiltration and pavement rehabilitation, including reconstruction of the roadway and installation of an underdrain system near the curbs.

    • Phase I - Complete

      Construction of underdrains in portions of Middle Creek Drive and Wild Wind Cove was completed in March 2026. 

    • Phase II - In Progress (March 2026 through July 2026)

      Construction of subgrade and base material starts with the westbound lane of Middle Creek Drive, then Wild Wind Cove, then the eastbound lane of Middle Creek Drive.

    • Phase III (Approx. 10 Days - July 2026)

      Construction of the final top lift of asphalt, striping, and clean up.

  • Current Status:

    • The City’s geotechnical consultant completed the soil sampling and testing. The geotechnical firm also installed and gathered groundwater data using Piezometers (subsurface water level monitoring equipment) along Middle Creek Drive to monitor, record, and document groundwater levels.

    • K Friese + Associates evaluated the collected data and developed a recommendation to rehabilitate Middle Creek Drive. The recommendation included installing a perforated pipe along portions of the roadway to intercept the groundwater and convey the water to nearby stormwater inlets. The recommendation also includes providing for private connections at property lines – homeowners will have the option to connect from their individual sump pumps through their property to the stormwater connections.

    • K Friese + Associates presented the recommendations at a Whispering Hollow and public stakeholder meeting on Jan. 17, 2024 at Buda City Hall. A virtual open house was also held for the public’s viewing and comment, view the materials here. Stakeholder input guided the project through design. 

    • The Buda Bonds Oversight Committee reviewed the Middle Creek Drive project in February 2024 and endorsed the proposed design. City Council reviewed the preliminary design on Mar. 19, 2024. View the Middle Creek Drive City Council presentation here.

    • A neighborhood meeting was held on Thursday, July 10, 2025 along with a virtual open hour between July 10, 2025 and July 24, 2025. On July 21, 2025 the Buda Bonds Oversight Committee reviewed the input received at the neighborhood meeting and provided recommendation to City Council to continue the project to the bidding and construction phase.

    • City Council reviewed the project on August 5, 2025 ahead of bidding and construction phases.

    • The City received three (3) contractor bids to construct the project in October 2025. The Buda Bonds Oversight Committee recommended approval of the low bidder on November 19, 2025, and subsequently City Council awarded the bid to D&S Concrete Constructors on December 2, 2025.

    • Construction began on January 26, 2026, and is scheduled to last 180 days. Communication with property owners, as well as the community, will remain ongoing as construction progresses.

    • Contractor has finished installing the underdrain on the westbound travel lane and switched to installation on the eastbound travel lane.

FAQ’s During Construction

 

  • The Middle Creek Drive Rehabilitation Project is a neighborhood roadway improvement funded through the City’s 2021 bond program. The project will reconstruct the existing roadway to improve pavement condition, drainage, and long-term durability.

  • Middle Creek Drive has reached the end of its useful life and requires more than routing maintenance. Rehabilitating the road now helps further deterioration, improve safety, and reduce the need for repeated temporary repairs in the future.

  • The project includes full roadway reconstruction, which may involve removing and replacing pavement, improving the road base, adjusting curb and gutter where needed, and making drainage improvements. Final work elements will be communicated to residents before construction begins.

  • Construction began January 28, 2026, and will last approximately 180 days. The project timeline is to weather delays. City staff will do their best to communicate any project timeline adjustments to residents as quickly as possible.

  • Construction is expected to take approximately 180 days. While crews will not be working in front of every home for the entire duration, residents should expect intermittent impacts throughout the project timeline.

  • Yes. The City and contractor will maintain access to homes whenever possible. Temporary driveway access may be restricted at times for safety or construction activities, but residents will be notified in advance if access will be temporarily limited during the construction hours of 7 am-6 pm.

  • Portions of Middle Creek Drive may be temporarily closed or reduced to one-lane traffic during construction. Detours or traffic control measures will be clearly marked, and access for residents, emergency vehicles, and service providers will be maintained. When work is conducted on the eastbound lane of Middle Creek Drive, access will be limited to one-way traffic on the westbound lane and vice versa.

  • Mail services are not expected to be impacted. Trash and recycling will continue with minimal disruption. While work is conducted on one lane, the other lane will be open for one-way traffic. If road work is conducted on your side of the road, you will need to place your bins directly across the street from your home in front of your neighbor’s house, next to their bins.

  • Yes, beginning Monday, January 26, the bus stops usually performed on Middle Creek Drive will be moved. To protect the privacy of our students, we will not provide this information on the website. Hays CISD will mail more information about your student’s new bus stop location directly to parents the week of January 20, 2026. Please contact Hays CISD Transportation or our Bond project team at budabonds@budatx.gov for more information.

  • Emergency services will maintain access to the neighborhood at all times.

  • Yes. Road construction is inherently noisy and may generate dust, particularly during demolition and paving activities. Work will be limited to approved construction hours, and dust control measures will be used as needed.

  • Construction will generally occur during standard weekday work hours, typically 7 am-6 pm. Weekend work is not anticipated but may occur if needed to maintain the schedule and the City will notify residents as soon as possible.

  • Utility service interruptions are not expected as part of this project. If any temporary utility work becomes necessary, residents will be notified in advance.

  • The Middle Creek Drive Rehabilitation Project is funded through voter-approved 2021 bond funds, which are dedicated to improving local infrastructure such as roads, sidewalks, and drainage.

  • No. Property owners are not directly assessed for this project. It is funded through the City’s 2021 bond program approved by voters.
